The legal basis for establishing sub-components of the agricultural information system in BiH is contained in the Law on Agriculture, Food and Rural Development of BiH (Official Gazette of Bosnia and Herzegovina, No. 50/08). Based on the aforementioned Law, the Ministry shall establish a Coordination Committee for Information in Agriculture through which it coordinates the development of a harmonized and integrated information system in agriculture in BiH, in accordance with EU requirements and in consultation with the competent state, entity and Brcko District authorities. The Ministry is responsible for coordinating the establishment of an integrated database system for linking registry data and other relevant information systems to ensure technical harmonization of existing and new databases in accordance with the best practices in the EU.

 

This activity has already begun in Bosnia and Herzegovina and the sub-components of agricultural information systems that are in the phase of establishment and development in BiH include:

 

-           Farm Register and Client Register

-           Animal Identification Register

-           Phytosanitary register

-           List of Agriculture

-           Farm Accountancy Data Network (FADN)

-           GIS framework for sample-based research

In accordance with the Stabilization and Association Agreement with the European Union, Bosnia and Herzegovina has an obligation to gradually transpose the EU acquis communautaire and policies in the sector of agriculture, food and rural development, primarily those provisions relating to the regulation of the single market and access to structural funds linked to rural development measures. In the pre-accession period, Bosnia and Herzegovina is obliged to ensure the harmonization of the Agricultural Information System subcomponents and to enable the automated delivery of data to one site, while taking into account the assurance of the traceability, accuracy and verifiability of this data in the whole system.

Data collection in the agricultural sector of the European Union is uniform and located in several European Union offices, especially in the Directorate General for Agriculture (DG Agri) and Eurostat. The process of unified data collection and the necessary dissemination of data is part of the agreement between the European Union and the Member States.

 

  The main components of the Agricultural Information System in the EU are:

-           Integrated Administration and Control System (IACS)with its subcomponents: 

- Computerized database;

-  Land Parcel Identification System;

-  System for Identification and Registration of Payment Entitlements;

- Support Requests and Payment Requests;

-  Integrated Control System;

- Single system to record the identity of each farmer submitting an aid application or a payment request;

-  Animal Identification and Registration System;

-           Farm Accountancy Data Network (FADN);

-           Agricultural Market Information Service (AMIS);

-           Phytosanitary register;

-           GIS framework for sample-based research;

-           Official statisticsand

-           Any other registry that collects agricultural data or any other data that is of interest to the agricultural information system.
