Receiving requests and issuing licenses

The conditions and procedures for the export and import of weapons, military equipment and special purpose goods, brokering and transport of weapons and military equipment, and the export and import of services related to weapons and military equipment are prescribed by the Law on the Control of Foreign Trade in Weapons, Military Equipment and Special Goods („Official Gazette of Bosnia and Herzegovina“ No. 53/16) and the Instruction on the Conditions and Procedure for Issuing Documents in the Foreign Trade of Weapons, Military Equipment and Special Purpose Goods ("Official Gazette of BiH", No. 69/17).

The Ministry issues the following documents:

- Individual Licences for Export, Import, Brokering of Weapons and Military Equipment and Export and     Import of Services in Connection with Weapons and Military Equipment

The export and import of weapons and military equipment, brokering and the export and import of services related to weapons and military equipment can be carried out only on the basis of the license for export, import, brokering of arms and military equipment and the export and import of services related to weapons and military equipment .

Weapons and military equipment shall include all the items referred to in the Common Military List of the European Union containing equipment covered by the Common Position of the Council of the European Union 2008/944/CFSP establishing common rules for the control of exports of military technology and equipment. The Ministry updates and publishes in the Official Gazette the Common List of Weapons and Military Equipment ("Official Gazette of BiH", No. 6/17).

- Individual licenses for the export/import of special-purpose goods

Exports and imports of goods which, according to their characteristics, are to be placed on the List of special purpose goods may be carried out only on the basis of the License for the export and import of special-purpose goods.

Special purpose goods are non-military means for commercial purposes, which due to their characteristics can endanger the life and health of people, material goods and the environment, or the security of BiH. The Ministry, in consultation with the competent state, entity or cantonal ministries and bodies of the Brčko District of Bosnia and Herzegovina, issues and announces in the Official Gazette the List of Special Purpose Goods ("Official Gazette of BiH" No. 25/17).
